As I mentioned in my file on Draconic magic, here is a detailed ritual to create your draconic circle. I hope it will be clear enough, but keep in mind that all draconic rituals should be practiced by experienced mages.

1. Necessary materials

For the magic circle

Dragon's Blood incense
1 red candle dyed in bulk
1 cup and spring water
1 cup and Dead Sea salt
1 good amount of Dead Sea salt (which will be used to mark the circle)
1 draconic pentacle
1 sword
1 wand

2. Preliminary precautions

Remember that Draconic magic is a branch of High Magic, reserved for (very) experienced initiates. Another important point is that you must never create a draconic circle lightly; the invocation of these creatures of wisdom can also be dangerous if not done with the necessary respect.

3. Draconic circle ritual

First step

Start by taking all your materials with you, then draw a circle on the ground around you with salt, starting the line at the East. Be careful, once your circle is sealed, you will not be able to leave it, so be sure to take everything you need inside. Once the circle is complete, say:

"By draconic power, this circle is sealed."

On your altar (in the center with you) which you will have directed to the East, place the objects symbolizing the four elements:

Dragon's Blood incense to the East,
a red candle to the South
a cup filled with water to the West
a cup of salt in a container to the North.
your pentacle consecrated to the dragons in the center with you

After placing all these elements, point your sword at the pentacle and say:

"Dragons of the Spirit, great is your power,
Bless this altar with your fiery breath.
May we be one in Magic,
O great and wise Dragons."

Second step

Place the water cup on the pentacle. Take your wand and make three clockwise rotations around the cup with your wand while saying:

"Air, Fire, Earth, bring the power.
Earth and sea water, be purified."

Then raise the cup high in front of you and say:

"Draconis, Draconis, Draconis!"

Finally, walk around the circle starting from the East and sprinkle some water as you go.

Third step

Place the salt cup on the pentacle. Make a circular motion with the wand three times around the salt and say:

"Water, Air, Fire, hear my desire.
Salt, be purified."

Sprinkle salt on the four corners of your altar.

Fourth step

Then, with your wand, make three circles around the lit red candle and say:

"Fire of the Dragons, Fire of the earth.
Bring your power, be purified."

Fifth step

With your wand, make three circles around the (unlit) incense while saying:

"Magic incense, incense of strength.
Awaken the Dragons, you are purified."

Then light it and hold it gently in front of you and say:

"Draconis, Draconis, Draconis!"

Sixth step

Walk the perimeter of the circle, starting at the East, while dispersing the incense smoke. Once back behind the altar, grasp the sword with both hands and kneel. Establish a connection with the Dragons, sharing with them your emotions and your will to collaborate. Then, stand up, point the sword toward the dragons' pentacle and say:

"See, Dragons and sovereigns of Dragons,
I am a magician seeking the magic of the Dragons.
With my sword, I enter the realm of the Dragons.
Not to fight, but for knowledge and power.
I greet you, O ancient and wise Dragons.
I await your blessing as well as your guidance."

Hold the sword's position until you perceive the blessing of the Dragons. Once this energy is felt, lower the sword and hold it with your dominant hand (whether you are left- or right-handed). With the other hand, grasp the draconic pentacle and head East.
